I'm not a developer, but I see how the debian IRC channel generally operates. I am there quite a bit, helping new people and sometimes reporting bugs & etc. If you haven't been there watching, you probably need to check your characterization of the folks there being there because they have, in your words, "spare time". Reason: it still smacks of your opinion that it isn't used to do real work, that the ONLY REASON why debian developers are there is to _use up_ their "spare time". Go there. Watch.
