They are perfectly free to do rm -rf / as well; who are we to argue? But no program should ever have the temerity to do so; unless it has been blessed by the dpkg consortium. Personally, on my machine, I refrain from ever modifying the /var/lib/dpkg/ directory outside of dpkg/dselect. I also do not do rm -rf /; but that is just me.
