I think that, if your MUA supports it, sending in format=flowed is probably the best thing you can do (or, at least, that's my impression - please correct me if I'm wrong). Hence, instead of saying that maybe, if you want, you can send in f=f, the document should instead say that users are highly encouraged to do so. It is not an issue if they don't, but it's great if they do.
