They are planning to remove the --badname option from useradd, making it impossible to even try UTF-8 user names, without patching useradd. And if I was in Chris' shoes, I would probably refrain from doing so as well. And shadow would be the canonical place to do the PRECIS normalization at least for comparing usernames.
