Thanks a lot for this proposal.
Like many, I agree with your option 5. In many installation (especially
the so-many servers I setup every day at work), I've enabled non-free
only to be able to reach the firmware I need. That's annoying, because I
don't need anything else but firmware, and knowing all the rest is also
available makes me feel uncomfortable.
So, definitively, having a new non-free-firmware section would be a very
good thing and address the above concern. Having the ISO image including
those being more visible would be great too.
