Yes. I guess this would be up to the maintainer to decide what is
reasonable with the usual ways to resolve conflicts.

No.

If you are looking for distributions who include removing references to
potentially non-free data (firmware files, websites with non-free
javascript, ...) in their scope, then I would suggest [1].  But be
careful as [1] itself is non-free (licensed as CC-ND).
