Yes, I'm in agreement that the Policy wording has not been demonstrated
to cause the alleged problems.

I'm also in agreement with Anthony that, *if* the Policy wording is in
conflict with agreed consensus practice, in that hypothetical scenario
that would mean it is Policy that need to change.
