Your earlier message wasn't about a CLA, but about whether software is split in an enterprise version and a «normal» version. Puppet itself is Apache licensed, so it's not copyleft and the need for any sort of CLA isn't really there to be able to provide a proprietary version. (I'm not sure if it has a CLA or not.) This might come across as splitting hairs. That is not my intention, I'm trying to understand what you're actually objecting to.
