My assumption of what it means when someone files a general bug is that they're hoping for help from all of us figuring out where the bug belongs. In that spirit. The first issue (fstab now fatally blocks boot) is something the systemd maintainers have considered (as I understand it) and rejected. I don't know that filing a bug that will be immediately wontfixed will be helpful. I don't think sending that issue to the TC is advised. The second issue seems more actionable. I wonder if we can get a bit more detail so we can retitle and reassign. In my case, I've found that with systemd I tend to get a lot less output in some cases than I do with sysvinit, but I haven't figured out what is going on well enough to produce something actionable so I didn't bother trying.
