It's in the "dep" SVN repository as documented in the DEP header which points to: http://anonscm.debian.org/viewvc/dep/web/deps/dep14.mdwn And the main webpage of dep.debian.net points to http://dep.debian.net/depdn-howto/ I do have git-svn clone of that SVN repository with some local commits corresponding to changes discussed today in that list.
