Users of sysvinit should IMO never be automatically converted. Conversion to an init system that supports only a subset of the features of sysvinit should always be a conscious decision of the local admin since it might cause unexpected breakage. Automatic conversion should only happen if the new package is a feature-complete drop-in replacement of the old one. Systemd is not a drop-in replacement.
