A default is a default because it is only applies when the
sysadmin defaults to it, when the sysadmin defaults making
a decision themselves.

Debian has no distinction between "retain the default because
it is a default" and "keep $foo (which happened to be the default
at some point in time) as conscious decision", which proves that
changes in defaults shall not be applied on upgrades by default
(hah!).
