Debian constitution, section 6.1, subpoint 2: Decide any technical matter where Developers' jurisdictions overlap. Which is, by definition what is going on with init systems, as I read it. I think this is more fit for them than a GR. Plus, if they decide for systemd, you can still suggest your GR to override them. Cheers, Paul -- .''`.
