They're free to do whatever they want.

I'm part of an effort to make an OS, and while I'm happy the bits I
create are useful in creating other OS-es, that's not the primary goal
and not what I'm optimising for, so I disagree with what you're saying
above.

(Everything else being equal, I'll choose a solution that makes my
downstream's lives easier, of course.)
