What about:
        The version number of a previously uploaded package must be 
        incremented on every change in one of the md5sums listed in 
        the .changes file, even in absence of other modifications to 
        the package's contents.

or:
        After a package has been uploaded (even if not installed), you
        must always increment the debian version number before uploading
        it again if any of the md5sums in the .changes file has changed.
