dget http://angband.pl/debian/pool/main/g/goodbye/goodbye_0.2-1.dsc The policy doesn't require Installed-Size, so goodbye is compliant (by design :p), but it's not a big stretch to assume everything in the archive is built with dpkg-deb. And besides, why are we talking about Installed-Size in the first place?
