We don't really. When you look around, a variety of ad-hoc methods are used to install debootstrap on foreign systems. The simplest of these is to download its source tarball and run it, which the README tells how to do. That needs make and MAKEDEV std, so it's also not uncommon for the deb or udeb to be manually unpacked by someone and turned into a "$foo Debian installer" (Android, etc). -- see shy jo
