We do need kernel headers in some kind of package, for compiling programs.
It wouldn't look good to release 2.0 with the requirement that you must
obtain kernel source and/or install it separately to have a working
development environment.

It's libc6-dev that has that dependency.
Perhaps weakening the dependency to Suggests might be the best solution.

Yes, I think the policy needs to be updated to explicitly cover this point.
