I don’t doubt it, but the question is, who cares if the boot process takes a little bit longer? The desktop users I know are fetching their coffee while the system is booting. The modern servers with e.g. RAID controllers are needing much more time from power-on to the grub screen than from grub screen to getty prompt.
So while shellscripts may have maintenance issues, I don’t think performance issues are a problem.
