Fortunately, this is rather uncommon. foo2jzs with its getweb printer firmware fetching script is the only one right now that I am aware of. I started a bug/conversation on that a few years ago, but gave up since there was a lot of resistance to handling the subtle complexities of these kind of problems. See discussion: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=449497#212 But anyway, I think to get anywhere you'll need to help get Debian policy 2.2.1 clarified for these kind of conditions. Then you'll be able to submit bugs with appropriate RC severity so they'll have to be handled.
