Hi David, I think that opinions differ on that subject, but mine is that the developer who uploads has the full responsibility for taking care of the package. That includes problems caused or revealed by the upload, but also problems that were existing before. If there are worries that this may be too much for a given a package, then I think that it is a hint that it should be removed instead.
