I think we would need a very, very good reason to migrate away from /usr. Fedora already is going the other way (/lib,bin to /usr). Going the other way would increase fragmentation in Linux and make essentially FHS history. Moving everything to /usr is also less work, no need to get rid of the --prefix=/usr in most packages in debian...
