It seemed better when I was leading d-i to just do it, rather than talk about doing it. The problem with the moving target is that it means that d-i betas begin to be broken as time goes on after their release, starting with the smallest boot images and moving up to the netinst images. (Full CDs tended to be ok then, but probably only DVDs are self-contained enough to not be affected now.) That is mostly a problem outside the freeze, so most d-i betas (and much final d-i integration work) is now done inside the freeze. As has been noted, that tends to extend the length of the freeze. -- see shy jo
