Agreed. Just like you it seems at some point the installation would use tools like dpkg and install according to the priority. Nowadays, a clear setting where we select the tip of the iceberg and let the rest being pulled according to the actual dependencies. This would have the advantage of being much more readable and would avoid a lot of extra (optional ?) complications which bring a dependency to the same semantics level as a package that really is required/important..
