Why, Kumar said, "during submission" which I understand that byside the pseudoheaders like "Package:", "Version:" and "Severity" you use an additional PSEUDOHEADER "Subscribe: yes/no" and let the system know, that you want all infos about YOUR reported bug or not. This would be the best solution.
