Yes, I do believe that submitters should be informed of any activity on their bugs (to know they're not ignored, to contribute to the tech discussion (not every reported is a non-tech guy), etc). Lengthy discussions are rare, people mailing [email protected] believing it will reach submitters too are much more common. And no, I don't think they'd be scared or wasting their time receiving updates on their bugs.
