The mail to upstream could include a snipet like :

"If you are curious about what `Packaging for Debian' involves, you can
read : http://wiki.debian.org/GettingPackaged "


A lot of good work was done on that page, it could probably still be
improved and be migrated to www.d.o/doc/.
