Actually, it might be possible with the latest killall5 and the
sendsigs script (since sysvinit version 2.86.ds1-39).  It is now
possible to list pids that should survive sendsigs in
/var/run/sendsigs.omit, and syslog might be listed there, and be
killed just before /var/ is umounted.  Of course, that is not what the
current shutdwn sequence look like, so it does not work now. :)
