I don't see the point here.

dpkg-deb would probably be responsible of creating the md5sums and of
extracting them on demand. Hence, having them inside control.tar.gz or
outside it is just an implementation detail of dpkg-deb. The only thing
you gain having them outside control.tar.gz is that you can extract such
information via plain ar ...  what's for?
