Some of my scripts/programs working on all $USER serial and since only one $USER at once is not enough, I span subprocesses and disown it. Each subprocess write a PID and if it terminates, it delete it. Now, the mainprocess watch it and start only a given number of subprocesses. I use this since several years without any problems on a bunch of my fileservers where I have at least 500 users/server.
