You still only see you way of using computers. In environments with an administrator, e.g. a pool room, you probably install the desktop environment task. However, the users shall not do administrative tasks and thus should not be bothered with updated packages being available. One might have to think about what's better: opt-in (install wanted packages) or opt-out (remove unwanted packages). I'd go for the first choice because if we go for the second choice we end up with a veeeeery big installation (and then: who needs tasks).
