I contacted upstream week or two ago, notifying him about debianized wifi-radar. He said he would put package on website, but that didn't happend.
There were several discusions about the sense that upstream maintains a downloadable copy of the Debian package or provides the debian/ directory in the upstream archive. The result was that this is a bad idea because it requires more work for upstream to keep on watching the Debian development and the maintainer to push his development to upstream. Just mentioning that there is a Debian package and putting a link on the upstream web site is fine. Everything else just produces more work and confusion if there are different package versions around.
