Gnome wants a logind implementation, systemd delivers one, and so does systemd-shim (or will do that, anyway). The details of how to make sure that the one or the other is available haven't been hashed out yet, but the reason for that is not an impasse between developers. (Or at least I don't see one.) Therefore, the TC shouldn't be involved.
