Firstly, it is much easier to get consensus on this in the TC now while the question of in which direction such a GR might want to override the TC is far from clear. Doing it now avoids the danger of backsliding. Secondly, I think it's undesirable to have any period of time during which a GR's decision would not have de jure authority.
