I find it hard to understand this suggestion of yours. Are you saying that in general, if we disagree with the submitter of a bug, we should not issue a formal decision saying so, but instead just sit on our hands ? That would seem like an odd way of carrying on. Obviously if a particular submitter was very vexatious we might decide not to entertain any more of their complaints but that would be something more akin to what is now called a `civil restraint order' in the civil courts of England and Wales. But I don't think anyone is suggesting that in this case. We just think the submitter is wrong. It seems to me that we should say so.
