Something like that. Talking with a DD here, we found that in rules, there are dh_installman -pmodxslt-tools debian/modxslt-perror.1 debian/modxslt-parse.1 dh_installman -plibmodxslt0-dev debian/modxslt-config.1 which is indeed probably what we want. However, it doesn't work, because dh_installman then stuffs it in the first package also, which is libapache-modxslt.
