dipy 1.11 is trying to access a scipy algorithm which is apparently
not supported on s390x,
  ValueError: scipy.sparse does not support dtype int64
Two tests fail, causing the build to fail.

The tests are test_dki_fits and test_dki_errors,

FAILED dipy/reconst/tests/test_dki.py::test_dki_fits - ValueError: Failed to ...

= 2 failed, 853 passed, 176 skipped, 44 deselected, 4 warnings in 958.49s
(0:15:58) =

I'd say the simplest thing is to just skip these two tests on s390x.
The skips would probably needs to be added to both debian/rules and
debian/tests.
