Let me put both the future Debian maintainer and the current upstream
maintainer in Cc.
I am a DM and currently maintain among other things doxygen.
I have no urge to pick up breathe, and I can't upload the NMU myself or sponsor
some else's.
But I have created a MR to the current repo with just the upstream patch
imported:

and most tests have passed:

This is blocking the new minor version of doxygen from entering testing.
