Fundamentally the libtablelayout-java package in Debian is a fork of the project named "tablelayout". This fork uses its own namespace to comply with the tablelayout license. Users are free to modify the package as long as they do no revert to the upstream namespace, and this modified package can be a drop-in replacement in the Debian context (i.e. Debian packages depending on libtablelayout-java will keep working).
