alsaconf runs update-modules after modifying /etc/modutils/sound.
If you made changes to files in /etc/modutils/ without running
update-modules then those changes will show up after you run alsaconf.
That isn't a bug; that's how update-modules is supposed to be used.

I assume that the "alias net-pf-10 off" line is commented out in your
/etc/modutils/aliases file, which is the source of that line in
/etc/modules.conf.  alsaconf doesn't touch that file.

Actually I would like to modify alsaconf so that it doesn't write out
configuration files any more but only prints information on the
console.

What you should understand is that alsaconf isn't needed in most cases.
We provide it because it's apparently still useful for configuring ISA
sound cards and for debugging.
