For a test: Prefix the comm invocation with "LANG=C" like this is done a few lines above with "$DPKG_QUERY". This should fix it, let me know in either way.
FWIW, setting LANG is not necessarily sufficient, because it can be overridden by various LC_* variables. You should use LC_ALL, not LANG.
