The first thing I did before anything else was removing the links by hand (with rm), then I unpacked the emacsen-common deb, then did dpkg-reconfigure --force -- and the bad symlinks reappeared. Looks to me like /usr/lib/emacsen-common/packages/install/emacsen-common is where it happens.
