I've had a chance to reproduce and diagnose this; the problem is that the
upstart in testing doesn't emit at boot the events necessary to start the
'networking' upstart job as shipped by the testing version of the ifupdown
package, and the testing version of sysvinit includes upstart integration
support that won't call /etc/init.d/networking because it's waiting for
/etc/init/networking.conf instead.

I think the right solution here is for sysvinit-utils to declare a Breaks:
upstart (<< 1.5-1).  (This issue would be addressed by many earlier upstream
versions of upstart, but since 1.5-1 is the first of these to be included in
Debian, that should be sufficient as a Breaks:, and it's not worth tracking
down which upstream version actually introduced the support.)
