So are you filing this bug because Netscape isn't mentioned in the copyright
file, or because you actually believe we don't have a proper license to
them?  There are equivalently named files in the mozilla source and the
mozilla-dev package, so I would be surprised if these files haven't in fact
been relicensed under the GPL.  In that case, the copyright file includes
the correct license, it just doesn't include a complete list of copyright
holders, and that's not really an RC bug.
