I used po4a-gettextize to create bridges.po from bridges.wml[1]:
po4a-gettextize -f wml -m bridges.wml -p bridges.po --master-charset
utf-8 --copyright-holder "The Tor Project, Inc"
I changed a line in bridges.wml, used po4a-updatepo to update
bridges.po and got the following error:

bridges.po: warning: Charset "CHARSET" is not a portable encoding name.
Message conversion to user's charset might not work.

I tried to convert bridges.wml again, this time without using the
--copyright-holder option.
The result was the same when I later changed the wml and tried to update the po.

po4a-gettextize is like the wgettext tool. It generates a POT file
(template).
It can be instantiated to a PO file for a language if the translator
files the fields of the header. In particular, CHARSET should be changed
to the encoding used by her language (e.g. UTF-8).
When done, the above error will vanish.
I would recommend to use a po4a config file. This is I think easier to
use.
Otherwise, you need to:
* generate a POT file (every time, in order to provide a template for the new
languages)
* update the existing PO files with po4a-updatepo
A new translator should pick the POT file and generate a PO file for her
language (e.g. fr.po). This PO file can be created by the translation
tool, manually,or by msginit.
