aptitude install dpkg-dev devscripts build-essential pbuilder
dget -x
http://ftp.de.debian.org/debian/pool/main/a/aqualung/aqualung_0.9~beta9.1-1.dsc
cd aqualung-0.9~beta9.1
/usr/lib/pbuilder/pbuilder-satisfydepends
debuild -sa
Then dpkg -i the .deb package and tell us if it still fails.
