Ipe without tex means that you can draw anything except text.  To me,
that *is* completely unusable ;-) but I imagine there may be other
use-cases.

I had considered downgrading the dependency on tex from "Depends"
to "Recommends" but if I do that I know I'm going to get a zillion
bug reports that "text is broken".  So I chose instead to keep
the dependency knowing that it renders ipe uninstallable.

I'm open to being persuaded otherwise.  Let me know how you feel.
