Yes, the Ò Ò (cyrillic ghe with middle hook) glyphs don't seem to be used in any of the common Cyrillic-using Slavic languages; my guess is that this glyph's use is limited to one or more of the non-Indo-European languages that were cyrillicized under Soviet rule. Daf has just pointed me to <http://www.eki.ee/letter/chardata.cgi?ucode=0494-0495>, which confirms this letter is only used in Abkhaz and Yakut -- rare enough to not be a release-critical problem for us.
