I don't know why reportbug did report my locale as "C" because I'm using "fr_FR@euro". But I just tried to run icedove with LC_ALL and LANG defined to "C" and enigmail seem to work correctly, so it seems locale related after all. "fr_FR.UTF-8" fails similarly. I hope this helps.
