I've now verified that the problem is not architecture-specific: Oe my
amd64 box, enigmail also works fine, at least I can open the preference
dialog (OpenPGP -> Preferences).

Although unlikely as you write you also tested with an empty profile:
Did you have icedove running while upgrading enigmail? Did you create
the empty profile after enigmail was installed? (I've just done that
and, except for having troubles getting over the account creation dialog
with faked account data, it worked after I enabled it in the Add-On dialog.)

A difference between you and my machine is that I run my boxes with
german locale. Maybe you could switch your machine (at least
temporarily) to en_US or similar instead of C?
